Aqua Pennsylvania Strengthen Water Operations Management

July 3, 2007

BRYN MAWR, Pa., Jul 03, 2007 (BUSINESS WIRE) -- Aqua Pennsylvania, Inc. today announced a new management lineup. Steve Tagert, who previously held the position of vice president, production, has been named vice president, network. Tagert takes the place of Tom Roberts, who was recently promoted to president of Aqua America's North Carolina subsidiary.

"Tagert's decades of experience in maintenance and construction in every operating division in Pennsylvania, coupled with his more recent experience in production, make him an excellent choice for the vice president, network position," said Aqua President, Mid-Atlantic Karl Kyriss.

In this role, Tagert will be responsible for the company's 4,000-plus mile distribution system in Pennsylvania, including maintenance, construction and all operations involved with getting the water from the company's treatment facilities to customers.

Tagert joined Aqua in 1971 and has held numerous positions including vice president, production and manager, eastern network. Tagert has a Bachelor of Science in construction management from Drexel University.

Marc Lucca has been named vice president, production. Lucca comes to Aqua from Marina Coast Water District in California where he held the position of general manager. In his new role as vice president, production, Lucca will have overall responsibility for treatment and reliability in the plants throughout the company's service territory.

Lucca, a native of Philadelphia, has two decades of professional experience in the water industry. He has operated water and wastewater systems, and was a design and application engineer for large systems. Lucca has a Master of Engineering from Pennsylvania State University and a Bachelor of Science in engineering technology from Temple University. He is a licensed engineer in several states, including Pennsylvania. Lucca's new position takes effect on September 19, 2007.

To replace two long-term Aqua employees who are retiring in the areas of construction management and water quality, Aqua has promoted from within for one position, and sought out new talent for the other. Aqua's David Hughes has accepted the position of manager, construction, and will be responsible for all major multi-million dollar capital program, supervising projects at the company's plants, boosters and tanks.

Hughes has been with Aqua for 17 years, and has held a variety of positions including senior project manager, Horsham Division manager and project manager. Hughes has a Bachelor of Science in civil engineering from Widener University, and is a registered professional engineer in several states. He is also a Pennsylvania certified water works operator.

Colleen Arnold has been named manager, treatment, where she will be responsible for water quality decisions and chemical applications at the company's production facilities (plants and wells). Arnold joins Aqua from the City of Wilmington, Delaware, where she was the water quality manager since 2003. Prior to her role in Wilmington, Arnold has held various engineering positions since 1994.

Arnold has a Master of Environmental Engineering from Manhattan College and a Bachelor of Science in civil engineering from the University of Massachusetts. In addition to being a licensed engineer, Arnold is a member of the American Water Works Association, American Water Resources Association and Water Environment Federation. Arnold's new position takes effect on July 9, 2007.

"With the hiring of these two outside talents (Lucca and Arnold), we've added depth to Aqua's already talented management team," said Kyriss. "This new structure coupled with existing talent positions Aqua to continue to move forward as Aqua America's largest operating subsidiary."

Aqua provides water and wastewater services to approximately 1.4 million people throughout Pennsylvania, including 1.3 million people in Chester, Delaware, Montgomery, Bucks and Berks counties. It is the largest subsidiary of Aqua America, Inc., the U.S.-based, publicly traded water and wastewater utility holding company, which serves approximately 2.8 million people in 13 states.
